Q: Can I run payroll for my employees before my registration is complete?
A: Not in most cases—you typically need to have a withholding account number and required tax rate(s) in Gusto before you can run payroll.
If you’re registering in a state where there is no income tax withheld, you can use the state-specific “new employer rate” in this article until you receive your company-assigned rate from the agency.
Q: Can I use Gusto to register in a new state if I don't have a Federal Employer Identification Number (FEIN) yet, or if the business is undergoing a merger or acquisition?
A: No–you must have a FEIN entered in Gusto to order a state tax registration.
If your company is going through a merger or being acquired, CorpNet cannot assist with registration. Work with your tax advisor and state agencies directly to navigate this change and register your business.

Q: My company is a nonprofit—why can't I enter 0% in the responsible party section, or add a commercial owner?
A: Some states have a 1% minimum for the responsible party ownership percentage. Those states are: ID, KS, MN, OH, SC, DC, DE, MD, NJ, NY, and RI. Registration orders will need to be placed directly through CorpNet, outside of Gusto, or you'll need to register directly with the agency yourself.

Q: Does CorpNet help with state tax account closures?

New Hampshire tax agency
Register a new company
Most companies are liable for state unemployment if they have one or more workers in different weeks in a calendar year, payroll of $1,500 in a calendar quarter, or they are liable under the Federal Unemployment Tax Act. You can register with the New Hampshire Employment Security (NHES) online to get your State Unemployment Account Number and tax rate(s).

UI and AC Tax Rates
Your rates will appear on the Tax Rate Determination letter that you receive from New Hampshire Employment Security. This rate is subject to any surcharges or less any fund-balance reductions that may be in effect for the quarter and year. If you've run payroll in New Hampshire previously, you can find your NHES Employer Account Number on notices received from the NHES such as the Letter of Determination or Quarterly Tax and Wage Report.
The Employer Account Number can look different based on where you're viewing it:
In Gusto, you only need to enter the last six unique numbers of this account number. The six-digit number may still include some leading 0's.

UI Tax Rate
Your UI Tax Rate will appear on the Tax Rate Determination letter that you received from NH Employment Security. Typically, NH Employment Security will establish new rates in July, but it also can update rates in any given quarter. You'll also be assigned an Administrative Contribution rate (AC rate) between 0.1% and 0.4%–do not enter this as part of your unemployment rate in Gusto. If you’re unsure of your rates, verify by calling the agency at (603) 224-3311.
Your UI Tax Rate generally changes each year, effective July 1st. However, this New Hampshire tax agency can update assigned rates quarterly, dependent upon the agency's needs. When you receive a new rate from New Hampshire, update your rate in Gusto with the correct effective date.
