New company registration in Indiana

Income tax withholding

Register with the Department of Revenue online using your INBiz account:

  1. Visit the INBiz website here. 
  2. At the bottom of the page click Register Now and follow the instructions online to get your business registered for a Withholding Account.
  3. You should receive your Withholding Account number in about 2-3 days by email. Please keep this time frame in mind when planning your first payroll.

Unemployment tax

Register with the Indiana Department of Workforce Development:

  1. Visit the Indiana Department of Workforce Development website here
  2. Click New User?
  3. Select Employer on the subsequent screen, enter your information, and follow the prompts.
  4. You should receive your SUTA account number instantly after registering online.

SUTA Rate

Your Indiana SUTA Premium Rate appears in the "Total Premium" box of the SUTA notice that you receive from the Indiana Department of Workforce Development. For new employers this rate is generally 2.5%, but can be as high as 5.23%. You can verify your rate by calling the agency at (800) 437-9136. When entering your tax rate, be sure to enter your total or "applied" rate, which factors in an Interest Surcharge. 

Third party authorization

You must grant Gusto access to your Indiana Department of Workforce Development account so we can successfully file and pay your taxes. To grant Gusto the required access:

  1. Sign into the Uplink portal here.
  2. Navigate to the User Maintenance menu on the left side of the page. 
  3. Add ZenPayroll, Inc. as an External Account User. Our agent number is 116975.
    • Note: ZenPayroll, Inc. is Gusto's legal entity name.

Indiana Form WH-4

This form will help Gusto determine how much state income tax needs to be withheld from your employees. This form is also used by Indiana to determine county taxes for the entire year. 

Indiana uses an employee's location as of January 1st to determine applicable taxes for the entire year. As a payroll administrator of a company that has a location in Indiana, you'll want to verify that this information is correct in Gusto prior to running your first payroll of the year. 

If an employee is planning on moving on or before January 1st, you will need to update their address in Gusto. If they are moving after January 1st, you should continue to use their original address. If the address has in fact changed, the employee will see their prior Indiana county tax on their paystubs for the remainder of that year.
