New company registration in Ohio

Income tax withholding

  1. Register with the Ohio Business Gateway. Click here for info on how to register and click here to begin the registration process.
  2. Under the sign-in area, click the hyperlink Never used the Gateway? - Create an Account. 
  3. You should receive your account number and deposit schedule instantly after registering online.
  4. Update your account number and deposit schedule in Gusto under the "Ohio Tax Setup section" of the Company Details tab.
    • Your account number will be 8-digits and will begin with 51, 52, 53, or 54.

Unemployment tax

Most companies are liable for state unemployment if they have one or more employees for part of a day in each of 20 different weeks in the current or preceding year or pay $1500 wages in any calendar quarter. You can check your liability and register online using the steps below.

  1. Register your business with the Ohio Department of Job and Family Services.
  2. You should receive your number instantly after registering online, or 3-4 weeks if registering by mail.
  3. The unemployment rate for new employers can be found here. Please enter this number in your Gusto account.

RITA (Regional Income Tax Agency) 

If you will be paying income tax in a local municipality administered by the RITA, you must register your business. Registration is available online

If you prefer to file by paper: 

  • Download Business Registration Form 48
  • Fill out the sections that apply to your company. If you have already filed a Registration Form 48, and have a new physical location within a RITA member municipality, you must fill out a new Form 48 for the new location/worksite.

Third party agent – Income tax

The Ohio Department of Taxation recently changed its website and you no longer need to grant Gusto access to your account in order for us to file or pay your withholding taxes.

Third party agent – Unemployment tax

  1. Sign into your Employer Resource Information Center (ERIC) account.
  2. Navigate to the Manage My Account tab.
  3. In the Navigation Menu on the left, click Correspondence and Third Parties.
  4. Click Manage Service Functions.
    • Do not select "Authorize Power of Attorney", as this is for a separate purpose in the ERIC system.
  5. Select the Tax: Reporting and Payments and Monetary Transactionsboxes so that Gusto can file taxes on your behalf.
  6. Click Manage Association in the bottom right corner.
  7. Click TPA Search.
  8. Use the company name Gusto and our account number 6000008955, then click Search.
  9. Once you’ve located our company, click Submit.

Note: Use your current mailing address from the dropdown menu under the “Current Selection” section. Change the text from “Not Applicable” to your company’s address before clicking “Save and Continue”. This will route all mail correspondence to your business address.

Troubleshoot TPA issues – Ohio Department of Job & Family Services

In order to pay your unemployment taxes to the Ohio Department of Job & Family Services, Gusto will need to obtain Third Party Administration (TPA) access on your behalf. In order to ensure the success of the request, please ensure that the following information you have entered into Gusto matches what is on file with the Ohio Department of Job & Family Services:

  • Official company name
  • FEIN
  • Unemployment Account Number

After logging in to your account in ERIC, make sure that your account says “Liable” or active next to the status. If the account says Non-Liable or Deactivated, please call the agency at (614) 466-2319 ext. 22485, to see if the account should be activated.
