New company registration in Washington D.C.

Income tax withholding

Register with the DC Office of Tax and Revenue. Make sure you have the required information listed at the top of the page and then click FR-500 New Business Registration (new registrations only) and follow the prompts. The online registration process can take 1-2 days. Please keep this time frame in mind when planning your first DC payroll. Once you have registered with the DC Office of Tax and Revenue you will also be notified of your tax deposit schedule. If you're unsure you should call the agency at (202) 727-4829 to confirm.

Unemployment tax

Register with the DC Department of Employment Services to get your account number. Once you have completed registration online, you should receive your account number and tax rate instantly.

Unemployment Insurance Tax Rate

Your DC UI Tax Rate appears on the Rate Notice that you receive annually from the DC Department of Employment Services. For new employers, the rate is generally 2.7% with a wage base of $9,000. If you’re unsure, verify your rate by calling the agency at (202) 724-7000. Please do not include the Administrative Assessment—it’s a fixed rate, so we’ll include it automatically.

Third party agent registration - unemployment tax

In order to add Gusto as your third party agent, you'll need to log in to your account through the DC DOES portal. Once logged in, this video will help walk you through how to setup Gusto as your TPA. Gusto's agent number is: DC1W8D.

  • You will need to download the signed DC Power of Attorney form from your Documents tab of your Gusto account to complete this process. 
  •  Gusto’s legal business name, Zenpayroll, may populate as the Agent Name once the ID is entered — proceed as instructed.

Make sure to assign us with the following roles so that we can correctly make tax payments and filings on your behalf:

  • Account Maintenance 
  • Payment Submissions
  • Wage Reporting

Troubleshoot DC Department of Employment Services authorization issue

Some agencies require special authorization for Gusto to pay or file your taxes.

To ensure successful authorization, please verify the following information you have entered into Gusto matches the information found in your DC DOES webportal:

  • Official company name/address
  • FEIN - Federal Employment Identification Number
  • Unemployment Account Number 

If Gusto is still having trouble gaining access to your account, please verify that the above information matches exactly what the agency has on file by giving them a call at (202) 724-7000.

Paid Family Leave (PFL) 
 
Washington DC's new Paid Family Leave benefits is funded by a 0.62% quarterly employer-only tax based on employees' wages beginning April 1, 2019. The tax applies to all private sector employers in DC (with very few exceptions).

  • Benefits will be offered to workers who qualify starting July 1, 2020.



Gusto now supports Washington DC's paid family leave (PFL) tax and will collect the employer contribution (0.62% of DC employee's wages). We'll also report and pay PFL taxes for all Washington DC employers.

  • Q2 2019 payments are due in July 2019.
  • There is no new account number for this program, the agency will use an employers existing DOES employer number. If any new information is needed, we'll reach out to collect this from customers.
