New company registration in Minnesota

Income tax withholding

  1. Register with Minnesota Department of Revenue online.
  2. Start the process by clicking Begin the Registration Process and follow the prompts.
  3. You should receive your account number instantly after registering.

Unemployment tax

Most companies who have paid at least $20 in wages to employees during a calendar quarter will be liable for state unemployment. To check if you are liable and register, follow the steps below.

  1. Register with Unemployment Insurance Minnesota online and select the option for Employers and Agents.
  2. For detailed step-by-step instructions, please visit the Minnesota Employer User Guide
  3. Please remember to add your first date of wages either during registration or once you find out what your first date of wages will be. Gusto may not be able to file on your behalf if this information has not been entered.
  4. You should receive your Employer Account Number instantly after registering online.
  5. For new employers in MN, check out this resource for the new employer rates. New employer rates (not including the Workforce Development Assessment tax) typically range from 1%–8.9%.

Third party agent registration - withholding tax

In order for Gusto to file and pay your MN Revenue Taxes, you will need to grant Gusto third party access. We will request your approval, and you will then be prompted on your dashboard to approve us as your TPA. It can take up to 3 business days before the request to approve Gusto appears on your account.

  • Keep in mind: If another third-party, such as a payroll service provider, previously filed your taxes on your behalf, contact the agency at (651) 282-9999 to:
    • Remove your representative's access to your account and
    • Request that the agency remove your company from the prior provider's client listing.

You can follow the instructions provided via email from the Minnesota Department of Revenue or follow the steps below:

  1. Log in to your account with Minnesota Department of Revenue E-Services
  2. From your homepage, click Manage my profile.
  3. Click Set up access with another business.
  4. Click Approve or Deny pending 3rd Party Access request to your account(s).
  5. Using the "Access Allowed" drop-down menu, choose Yes.
  6. Select File and Pay as the Access Type.
  7. Click Next.
  8. Review all information on the Request Summary Page before proceeding.
  9. Click Submit.

Once submitted, an email will be sent to Gusto confirming you've granted us third party access.

Troubleshooting Gusto TPA registration, withholding tax

To help us successfully gain TPA access to your MN DOR Withholding account, please ensure the following have been completed:

  1. Once you are registered with the MN DOR, please also make sure you have registered for a Withholding account on the MN DOR website. Although the account numbers will be the same, these do require separate setup.
    • Login to your e-services account and verify that you have added the ‘withholding’ tax type to your account.
  2. You have removed all previous third party agents from gaining access to your existing account.
  3. You have selected the appropriate start and end dates of our access to your account.
    • Example: If you've joined Gusto in the middle of the 1st quarter, the start date for giving us TPA access should be January 1st. This ensures that Gusto will pay and file your 1st quarter taxes.
  4. The MN Withholding Tax ID number is correctly entered in Gusto.
  5. Verify that the following information you have entered into Gusto matches what is on file with the Minnesota Department of Revenue:
    • FEIN - Federal Employment Identification Number
    • Withholding Tax Account ID

When in doubt, you can also verify this information with the MN DOR by calling them at (651) 282-9999.

Third party agent registration - unemployment tax

In order for Gusto to file and pay your MN Unemployment Tax, you will need to login to the Minnesota Unemployment Insurance System and authorize Gusto as your agent. You will need permanent credentials with MN UI to do this. Check out these tips from the agency if you have any questions.

  1. Log in to your account with Minnesota Unemployment Insurance System
  2. Click Account Maintenance.
  3. Click Agent Authorization.
    • If you do not see this option available, please reference the troubleshooting instructions below. You may not have yet received your permanent user ID in the mail.
  4. Click New.
  5. Type in Gusto's Agent ID: AG014761
    • Note: Gusto’s legal business name, Zenpayroll, may populate as the Agent Name once the ID is entered — proceed with registration.
  6. Enter in today's date as the Effective Begin Date.
  7. In the Available Roles section, please select the following three roles for Gusto to perform: 
    • Account Maintenance, Update and Submit
    • Tax Payment, Update and Submit
    • Wage Detail Update and Submit
  8. Please DO NOT select Gusto for any of the following roles:
    • Benefit Account, Update and Submit
    • Benefits Paid Charges, Update and Submit
    • Any View Only Roles
  9. Click Save.
  10. In the Assigned Roles section, find Account Maintenance Update and Submit. Under Modify, click Assign Employer Reporting Units for this role.
  11. In the Select Employer Reporting Units section, select Check the box if the assigned role will be for all Employer reporting units.
  12. Click Add.
  13. Click Save.
  14. Click Previous and repeat steps 9 through 13 for Tax Payment Update and Submit and Wage Detail Update and Submit.
  15. When finished, click Update to complete the process.

Troubleshoot unemployment Insurance authorization issues

  1. Ensure successful authorization of Gusto by verifying that the following information you have entered into Gusto matches what is on file with the agency:
    • FEIN - Federal Employment Identification Number
    • Employer Account Number
  2. Make sure you've also assigned us the necessary roles as a Third Party Administrator.
    • See step 7 of "Third party agent registration - unemployment tax" above.
  3. If you do not see the “Agent Authorization” listed in the Account Maintenance section of your online unemployment employer account, you may need to receive your permanent user ID to complete registration. When you first set up your online account, you'll receive a temporary password, which has a limited amount of actions available. To resolve, login using your temporary password, and Minnesota will mail a permanent user ID on the next business day. 
    • Employers should receive the correspondence within 7 days. This can change depending on delays in mail delivery. 
    • If you have not received your permanent user ID after 7-10 days from when you initially logged into the online portal, you can reach out to the agency at employercustomer.service@state.mn.us or call (651) 259-0788 to speak with a representative who can provide the ID.  
    • Once you receive your permanent user ID, you should have the “Agent Authorization” option to finish the steps in order to authorize Gusto.
