Before you can pay employees, make sure you've registered for payroll in their applicable work state. This can sometimes take several weeks—the sooner you start the process, the sooner you'll have the tax account info required to pay them.

Once a work address has been added in a new state and a new employee has been hired and assigned a work address in that state, you can get registration assistance in Gusto. Here’s a snapshot of the process:

Q: Can I run payroll for my employees before my registration is complete?
A: Not in most cases—you typically need to have a withholding account number and required tax rate(s) in Gusto before you can run payroll.
If you’re registering in a state where there is no income tax withheld, you can use the state-specific “new employer rate” in this article until you receive your company-assigned rate from the agency.
Q: Can I use Gusto to register in a new state if I don't have a Federal Employer Identification Number (FEIN) yet?
A: No–you must have a FEIN entered in Gusto to order a state tax registration.

Gusto’s state tax registration service does not contain tax, legal, financial, or HR advice. Since rules and regulations change over time and can vary by location, consult a lawyer, HR expert, or accountant for specific guidance.
Income tax withholding
Register online with the Idaho State Tax Commission (STC). You should receive your Withholding Account Number and deposit schedule in about 10 days. Please keep this time frame in mind when planning your first Idaho payroll.
Withholding Account Number
The Withholding Account Number is usually labeled as a "Permit Number" by Idaho State Tax Commission (STC) and is nine digits long.

Unemployment tax
Most companies are liable for state unemployment if they pay at least $1500 in wages in a calendar quarter or have one employee for some part of a week in 20 different weeks during a calendar year. You can check your liability and register online with the Idaho Department of Labor. You should receive your account number and UI contribution rate in about 10 days.

Workforce development rate
The Idaho Workforce Development Rate is a part of the overall UI Tax Rate and appears on the Notice of Tax Rate form that you receive from the Idaho Department of Labor. New employers in Idaho will receive their Workforce rate once they have registered with the Idaho Department of Labor. The rate for new employers can be found here. Administrative reserve rate
The Idaho Administrative Reserve Rate is a part of the overall UI Tax rate and appears on the Notice of Tax Rate form that employers receive from the Idaho Department of Labor. New employers in Idaho will receive their Administrative Reserve Rate once they have registered with the Idaho Department of Labor.

Income tax withholding
Businesses that have run payroll in Idaho previously can find their Withholding Account Number on the Withholding Payment Voucher (Form 910) or on notices received from the Idaho State Tax Commission. If you're unsure of your number, please call the agency at (800) 972-7660.
If there's a trailing number or letter on your number after a dash or hyphen (usually a '-W' or an '-09'), you can omit this when entering it in your Gusto account.
Unemployment tax
You can find your Unemployment Account Number on the Notice of Tax Rate or other notices received from the Idaho Department Labor. You can also call the agency at (208) 332-3576 to inquire.
Unemployment contribution rate
Your Idaho UI Contribution Rate appears on the Notice of Tax Rate form that you receive from the Idaho Department of Labor. When completing this section, please exclude the Administrative Reserve Rate and the Workforce Development Rate from this field. Workforce development rate
This is a component of the overall UI Tax rate and appears on the Notice of Tax Rate form that you receive from the Idaho Dept. of Labor. If you’re unsure of your rate, verify it by calling the agency at (208) 332-3576. This tax can range from 0%-0.07023%.
Administrative reserve rate
Beginning in 2018, the Administrative Reserve fund tax is not in effect.
