To pay employees in a state where you’ve never operated or paid people before, you must register with the relevant state tax agencies. This lets you pay and file the taxes you and your employees are liable for.

Q: Can I run payroll for my employees before my registration is complete?
A: Not in most cases—you typically need to have a withholding account number and required tax rate(s) in Gusto before you can run payroll.
If you’re registering in a state where there is no income tax withheld, you can use the state-specific “new employer rate” in this article until you receive your company-assigned rate from the agency.
Q: Can I use Gusto to register in a new state if I don't have a Federal Employer Identification Number (FEIN) yet, or if the business is undergoing a merger or acquisition?
A: No–you must have a FEIN entered in Gusto to order a state tax registration.
If your company is going through a merger or being acquired, CorpNet cannot assist with registration. Work with your tax advisor and state agencies directly to navigate this change and register your business.

Q: My company is a nonprofit—why can't I enter 0% in the responsible party section, or add a commercial owner?
A: Some states have a 1% minimum for the responsible party ownership percentage. Those states are: ID, KS, MN, OH, SC, DC, DE, MD, NJ, NY, and RI. Registration orders will need to be placed directly through CorpNet, outside of Gusto, or you'll need to register directly with the agency yourself.

The OLP is imposed for the privilege of engaging in any business, professional occupation, or trade within city limits, regardless of the legal residence of the employee.

The Louisville Metro Revenue Commission requires employers to create an 'eMINTS logon' on the city's website—Gusto needs to be granted access to your account so that we can file and pay the tax on your behalf. To grant Gusto access:
Some counties (e.g., Boone, Cumberland, Fayette, Marshall, Scott, and Warren) impose a school tax for work performed in the county by residents.

Corbin city taxes may differ by county
Corbin city is in three counties (Knox, Whitley, and Laurel), but only Knox county imposes both a city and a county tax, while the other two counties only assess the county tax:
If an employee lives in Whitley, or Laurel, and you see both city and country taxes being withheld, you can set up an employee exemption for the Corbin city tax (as only the county tax applies).

Your KY DOR account number will be 6 digits and can be found on any return (K-1, K-1E, K-3 and K-3E) sent from the Kentucky Department of Revenue.
The agency will assign you one of the below tax deposit schedules:
Your unemployment account number (KEIN) will be on your Quarterly Unemployment Report (Form UI-3).
It'll be 9 digits (XX-XXXXXX-X), usually with two leading zeros—enter the zeros in your Gusto account.
Reminder: Most companies are liable for state unemployment if they have paid $1500 in wages in a calendar quarter or had one employee in any part of 20 different weeks in a calendar year.
Your UI rate appears next to the "UI Rate" section of the Notice of Contribution Rate that you receive from the KY Division of Unemployment Insurance.
Your rate may change from time to time, typically annually. Make sure to update your rate in your Gusto account if the agency sends you a notice of a rate change.
