Once a work address has been added in a new state and a new employee has been hired and assigned a work address in that state, you can get registration assistance in Gusto.

Q: Can I run payroll for my employees before my registration is complete?
A: Not in most cases—you typically need to have a withholding account number and required tax rate(s) in Gusto before you can run payroll.
If you’re registering in a state where there is no income tax withheld, you can use the state-specific “new employer rate” in this article until you receive your company-assigned rate from the agency.
Q: Can I use Gusto to register in a new state if I don't have a Federal Employer Identification Number (FEIN) yet?
A: No–you must have a FEIN entered in Gusto to order a state tax registration.

Gusto’s state tax registration service does not contain tax, legal, financial, or HR advice. Since rules and regulations change over time and can vary by location, consult a lawyer, HR expert, or accountant for specific guidance.
Q: My company is a nonprofit and I'm unable to enter 0% in the responsible party section, what do I do?
A: Some states have a 1% minimum for the responsible party ownership percentage. Those states are: ID, KS, MN, OH, SC, DC, DE, MD, NJ, NY, and RI.
Registration orders will need to be placed directly through CorpNet, outside of Gusto, or you'll need to register directly with the agency yourself.

Troubleshoot Department of Revenue authorization issues
Some agencies require special authorization for Gusto to pay or file your taxes—verify that the following information you entered in by clicking the Taxes & compliance section and selecting Tax setup to ensure Gusto matches what's on file with the Department of Revenue:
If Gusto is having trouble gaining access to your account, call the agency at (502) 564-7287 and verify that the above information matches exactly what the agency has on file.
Most companies are liable for state unemployment if they have paid $1500 in wages in a calendar quarter or had one employee in any part of 20 different weeks in a calendar year. If you're not yet liable, you can enter the state-specific “new employer rate" in Gusto for the meantime, and update it once you've obtained your company-assigned rate.

Employers are required to withhold the taxes for the city in which the employees are working in Kentucky. The occupational fee is imposed for the privilege of engaging in any business, professional occupation, or trade within city limits regardless of the legal residence of the employee. The rate varies depending on where the business activity occurs.

Louisville Metro Revenue Commission
The Louisville Metro Revenue Commission requires employers to create an 'eMINTS logon' on the city's website—Gusto needs to be granted access to your account so that we can file and pay the tax on your behalf. To grant Gusto access:
County taxes
There are several Kentucky counties that impose a tax for all work performed in any city within their county, regardless of the legal residence of the employee.

School district taxes
Some counties impose a school tax for work performed in the county by residents (examples: Boone, Cumberland, Fayette, Marshall, Scott, and Warren counties). Reference the Kentucky localities list on the Kentucky Department of Education for more information.
Income tax withholding
Your Department of Revenue account number will be 6 digits and can be found on any return (K-1, K-1E, K-3 and K-3E) sent from the Kentucky Department of Revenue.
The agency will assign you one of the below tax deposit schedules:
Unemployment tax account number
Your KEIN account number will be on your Quarterly Unemployment Report (Form UI-3) and will be 9 digits (XX-XXXXXX-X), usually with two leading zeros—enter the zeros into your Gusto account.
Unemployment tax rate
Your UI Rate appears next to the "UI Rate" section of the Notice of Contribution Rate that you receive from the KY Division of Unemployment Insurance.
Your rate may change from time to time, typically annually. Make sure to update your rate in your Gusto account if the agency sends you a notice of rate change.
If you don't yet have your rate, you can enter the state-specific “new employer rate" in the meantime, and update it once you've obtained your company-assigned rate.
