Before you can pay employees, make sure you've registered for payroll in their applicable work state. This can sometimes take several weeks—the sooner you start the process, the sooner you'll have the tax account info required to pay them.

Once a work address has been added in a new state and a new employee has been hired and assigned a work address in that state, you can get registration assistance in Gusto. Here’s a snapshot of the process:

Q: Can I run payroll for my employees before my registration is complete?
A: Not in most cases—you typically need to have a withholding account number and required tax rate(s) in Gusto before you can run payroll.
If you’re registering in a state where there is no income tax withheld, you can use the state-specific “new employer rate” in this article until you receive your company-assigned rate from the agency.
Q: Can I use Gusto to register in a new state if I don't have a Federal Employer Identification Number (FEIN) yet?
A: No–you must have a FEIN entered in Gusto to order a state tax registration.

Gusto’s state tax registration service does not contain tax, legal, financial, or HR advice. Since rules and regulations change over time and can vary by location, consult a lawyer, HR expert, or accountant for specific guidance.
Income tax withholding
Visit the OneStop Online Business Registration to register for both tax agencies in Utah—you'll receive a temporary account number instantly after registering online, but do not enter this into Gusto. Your permanent withholding account number and deposit schedule will arrive in about 2 weeks, and this is what you should enter in your Gusto account.

State unemployment tax
Most companies are liable for state unemployment if they have paid $1500 payroll in a calendar quarter or have had one or more employees for some portion of a day in a current or previous year.
If your company is liable, you will receive your Employer Registration Number and Unemployment Tax Rate (also referred to as your Unemployment Contribution Rate) once you have completed the online business registration.
If you're unsure of what your rate is, you should call the agency at (801) 526-9235, option 3. If you are not required to file and pay unemployment insurance or other taxes, and only owe state withholding taxes in Utah, you can register with the Utah Tax Commission directly here.

Entering the information in Gusto
Once a valid Utah work address has been added in Gusto and assigned to an employee, you can add your tax account information:
Income tax withholding
If you've run payroll in Utah previously, you can find your account ID on notices that you've received from the State Tax Commission. If you're unsure, you should call the agency at (800) 662-4335. You can also find your Employer Registration Number on any notices you've received.
Unemployment tax
Your UI rate will appear on the top right of the Contribution Rate Notice you would have received from the Department of Workforce Services. Click here to view state-by-state UI rates and wage bases. If you're unsure of what your rate is, you should call the agency at (801) 526-9235.
If you're exempt from UT SUI, your registration number should begin with a "R-". Otherwise, it should begin with a "C-".
Entering the information in Gusto
Once a valid Utah work address has been added in Gusto and assigned to an employee, you can add your tax account information:
Asterisks info—only if applicable
Filings marked with an asterisk (*) are coupons, payment vouchers, or other forms that are filed electronically, and will not appear in your Tax documents tab.
Filings marked with a double-asterisk (**), are forms that will only be available for January 1st, 2020 and beyond.
Some states require that you enter specific information about Gusto to grant us Third Party Access (TPA) or register—TPA is also sometimes necessary in order for us to file and pay your taxes.
If at any time an agency needs information about your payroll agent, first reference the Register a company with the state dropdown above for any state-specific information or detail that may be required.
