Q: Can I run payroll for my employees before my registration is complete?
A: Not in most cases—you typically need to have a withholding account number and required tax rate(s) in Gusto before you can run payroll.
If you’re registering in a state where there is no income tax withheld, you can use the state-specific “new employer rate” in this article until you receive your company-assigned rate from the agency.
Q: Can I use Gusto to register in a new state if I don't have a Federal Employer Identification Number (FEIN) yet?
A: No–you must have a FEIN entered in Gusto to order a state tax registration.

Gusto’s state tax registration service does not contain tax, legal, financial, or HR advice. Since rules and regulations change over time and can vary by location, consult a lawyer, HR expert, or accountant for specific guidance.
Most companies are liable to file and pay Reemployment tax if they have Quarterly payroll of $1500 or more in a calendar year or one or more employees for a day during any 20 weeks in a calendar year. Check with the agency to confirm your liability at (850) 717-6623.
The agency will issue you an account in 3-5 days by mail.

Your final rate will appear as a decimal on the rate notice, convert it to a percent to update it in your Gusto account if needed.

If Gusto has notified you that we were unable to gain third party access to your Reemployment account, this could be for a few reasons.
The Florida Department of Revenue will issue you a Reemployment account number and tax rate. The number will be 7 digits, and you can find it on your Florida Quarterly Tax Return (form RT-6).
Unemployment tax rate
You can find your current tax rate on your most recent Reemployment Tax Rate Notice (Form RT-20). The rate will appear as a decimal on the rate notice; please convert it to a percent to enter it in your Gusto account.
You can also call the Florida Department of Revenue Account Management department at (850) 717-6628 to retrieve your account number and rate.
Please ensure you provide Gusto with your accurate 7 digit Reemployment account number and not the Florida Business Partner ID. This is a separate account used for sales tax, which is not paid via payroll.

Once you add your Florida information in your Gusto account, we work with a Florida third party vendor who represents us to gain access to your account, as the state of Florida doesn't work with individual payroll providers directly.
If you did not enter the correct mailing address when you originally registered with the Florida Department of Revenue, you can change this information at any time.
Filling out the online form:
Go to this state website to Request a Change of Business Name, Address, and/or Account Status.
Select Address Change as the type of change(s) you are requesting.
Identify your tax account and enter in your FEIN and current account Information.
Select Reemployment Tax as the tax type.
Change your business name - leave empty.
Select Mailing Address and enter in your company’s mailing address to change your address.

Enter your contact information
Double check that the required fields have been filled out correctly, and click submit.
Asterisks info—only if applicable
Filings marked with an asterisk (*) are coupons, payment vouchers, or other forms that are filed electronically, and will not appear in your Tax documents tab.
Filings marked with a double-asterisk (**), are forms that will only be available for January 1st, 2020 and beyond.
Some states require that you enter specific information about Gusto to grant us Third Party Access (TPA) or register—TPA is also sometimes necessary in order for us to file and pay your taxes.
