HR Resources gives you personalized HR guidance and tools, built directly into Gusto and tailored to your business, not generic templates. Get guidance for specific HR situations, generate compliant documents, and stay ahead of law changes, all without leaving Gusto.
If you used the previous HR Resource Center, this is the same HR Resources tab you know. The tools behind it have moved directly into Gusto.

Ask an HR Expert — get expert-reviewed answers to specific HR situations, grounded in your company's context
HR Document Generator — generate HR documents (terminations, accommodation requests, and more) tailored to your company and state
HR Law Updates — get proactive updates when a law changes in the states where you operate
Compliance Answers in Gus — ask HR compliance questions in plain language, right where you already work. Available to every Gusto customer, on any plan.
Access to HR Resources depends on two things — your admin role, and your company's plan or add-on.
Who can access HR Resources
Primary admins
Full access admins
HR and Onboarding admins with HR Resource Center permission enabled
Employees cannot access HR Resources unless they are also an admin with permission. For resources employees cannot access directly, you can upload and share them in Gusto.
What each plan includes
Premium customers get the full set: Employee Handbook, Ask an HR Expert, HR Document Generator, and HR Law Updates.
Customers who already have the HR Resources add-on, or a Plus+ plan that includes it, keep the full set. As of Sep 15, 2026, the add-on is no longer available for new purchase.
HR Partners customers get Employee Handbook and HR Document Generator through their HR Partners plan, regardless of payroll plan, even without the HR Resources add-on.
Compliance Answers in Gus is available to everyone, on every plan, with or without an add-on.
If you do not have HR Resources and want it, upgrade to Premium.
To access HR Resources, follow these steps:
Click People.
Select HR Resources. If you do not see this in your menu, you need to upgrade your plan or check your permissions.
From here, choose the capability you need, like Employee Handbook, Ask an HR Expert, HR Document Generator, or HR Law Updates, for step-by-step guidance on each. Compliance Answers in Gus is available anytime through Gus.
Downgrading from a plan or add-on that includes HR Resources removes access to the features tied to that plan or add-on. Compliance Answers in Gus stays available regardless.
If you have an active HR Partners subscription, Employee Handbook and HR Document Generator stay with you through that plan even if you do not have the HR Resources add-on.
